Mahvash Siddiqui (former American Diplomat), CEO/Founder of Mazific Global Consultancy
Mahvash Siddiqui is a proud third-generation American (grandparents and parents are also American citizens) who committed most of her adult life to public service at the State Department, and advancing U.S. commercial/business interests. She is a distinguished veteran U.S. diplomat (State Department), global strategist, and polyglot with 22 years of high-stakes experience at the nexus of national security, economic statecraft, political-military affairs, strategic communications, and advanced technology diplomacy. As a U.S. diplomat, she led "whole of government" public/press engagement planning and messaging, in addition to advancing American business interests abroad. She advocated for multi-billion dollar business deals, advised American companies with export controls mitigation, investment climate analysis in risky landscapes, and helped resolve investment disputes when American companies faced expropriation.
As the CEO and Founder of Mazific Global Consultancy (mazific.org), she leverages an elite background in commercial diplomacy and an unmatched international network to champion American enterprise, insulate corporations from complex geopolitical risks, and engineer strategic cross-border trade.
Throughout a decorated 22-year career with the U.S. Department of State, Ms. Siddiqui held critical executive and leadership appointments globally. She was chosen as the Acting Ambassador (Chargé d'Affaires) to the Kingdom of Tonga and served as the Acting Consul General at the U.S. Consulate General in Hamburg, Germany. Navigating intense political-military and crisis environments, she also held pivotal diplomatic roles in the United Kingdom, Iraq, India, Qatar, and Kosovo. Mahvash also served as the Alt U.S. Perm Rep to the International Maritime Organization, and the International Mobile Satellites Organization in London, essentially being the face of the United States in these United Nations Orgs. Her diplomatic execution earned her 11 Superior Honor Awards and the prestigious title of London Diplomat of the Year (2017)—an elite honor voted on by 185 foreign missions—following formal recognition by the British Parliament for her groundbreaking Space diplomacy, and Environmental, Science, Technology, and Health (ESTH) work. She was recognized by the UK parliament for negotiating the US-UK Science and Tech cooperation treaty that helped enhance transatlantic collaboration in emerging tech.
In an era of unprecedented global volatility, Ms. Siddiqui provides corporate boards and multinational leadership with world-class intelligence to anticipate and neutralize sovereign threats. Her deep-domain expertise in mapping adversarial state dynamics is rooted in top-tier government leadership:
Adversarial Threat Management: She serves as a foremost authority on countering state-sponsored disruption, having led the Iran Threat Directorate at the State Department's Global Engagement Center (GEC).
Malign Influence & Disinformation Protection: She has consistently operated at the vanguard of defending trusted infrastructure and curbing Chinese, Russian, and Iranian malign influence. Serving as a trusted advisor to senior U.S. leadership and foreign partners, she designed and executed some of the U.S. government's largest strategic communications, brand management, and reputation management campaigns to counter adversarial propaganda, combat disinformation trends, advance American values, and push back against Chinese 5G expansion.
A visionary leader in energy diplomacy, Ms. Siddiqui sits at the cutting edge of global resource security and the technological transition. At Mazific Global Consultancy, she actively orchestrates strategies to build energy-resilient, sustainable, and agile data centers that are environmentally sound. By bridging her deep expertise in sovereign utility frameworks with the power requirements of next-generation tech, she helps corporations design secure digital infrastructure capable of thriving amid climate risk and evolving grid constraints.
Her foundational track record in energy statecraft includes:
Grid & Energy Architecture: Integrating comprehensive energy resilience and resource blueprints into the State Department's landmark Quadrennial Diplomacy and Development Review (QDDR).
Transatlantic Tech Integration: Spearheading bilateral energy initiatives in Northern Germany, focusing on regional hydrogen infrastructure and smart-grid AI applications to handle future industrial baseloads.
Climate & Innovation Leadership: Collaborating extensively with the Royal Society, negotiating the landmark US-UK Treaty for Science and Technology Cooperation, serving as an expert judge for the Queen Elizabeth Prize for Engineering, and personally engineering the largest tech hackathons for environmental conservation in the United Kingdom.
At the helm of Mazific Global Consultancy, Ms. Siddiqui is intensely dedicated to advancing the footprint of American companies abroad. A fierce advocate for private enterprise, she has a flawless track record of utilizing economic statecraft to open foreign markets and protect American investments:
Multilateral Leadership & Investment Promotion: She led official U.S. delegations to the United Nations Conference on Trade and Development (UNCTAD) and worked extensively on SelectUSA initiatives to drive foreign direct investment.
Corporate Advocacy & Dispute Resolution: Expertly resolved multi-million dollar international investment disputes where American corporate assets were expropriated by foreign regimes—notably advising on high-stakes international legal friction (Chevron v. Ecuador) and negotiating directly with Nicaraguan Prime Minister Daniel Ortega to secure the release of seized American properties.
Market Expansion & Regulatory Navigation: She spearheaded the global rollout of the U.S. government's foundational Investment Climate Statements and successfully executed high-level business advocacy for global satellite titans like Iridium at the International Mobile Satellite Organization (IMSO), consistently paving the way for American multinational corporations to scale securely across international ecosystems while masterminding compliance across ITAR (International Traffic in Arms Regulations), export controls, and investment rules.
An early pioneer in technological statecraft, Ms. Siddiqui has spent her career defining the intersection of emerging technology, international security, and governance. She represented the State Department in critical White House and National Security Council (NSC) meetings focused on high-stakes crisis communications and critical science and technology policy. Notably, she contributed directly to the White House Office of Science and Technology Policy (OSTP) strategic AI and Quantum computing plans.
Her status as an elite domain expert on advanced technology is highlighted by several landmark milestones:
A Trailblazer in AI Diplomacy: She made history as the first State Department official to speak at the prestigious AI4 Summit in 2021, establishing the U.S. diplomatic footprint in commercial artificial intelligence forums.
Global Nonproliferation Architecture: She was a featured speaker on AI and International Security at the historic Atoms for Peace Nonproliferation Conference, mapping the guardrails for artificial intelligence in global defense frameworks.
Space Alliances: Led the U.S. delegation to Portugal for the largest Science & Technology cooperation initiatives on record, successfully urging Portugal to sign the historic Artemis Accords. In Iraq, she uniquely enabled the successful launch of the Tigrisat satellite for local scientists. In 2015, she critically helped SpaceX by negotiating with the Mayor of Scilly and international airports customs, the return and repatriation of SpaceX's broken export-controlled rocket parts after the crash of Falcon 9 in the Isles of Scilly, UK.
A formidable authority on financial warfare and trade enforcement, Ms. Siddiqui has operated at the highest levels of international finance and export controls.
Counter-Terror Finance & Enforcement: Directly collaborated with the Federal Reserve, the United Nations, and global central banks to freeze the assets of 55 Foreign Terrorist Organizations (FTOs) and execute severe international sanctions, including high-profile actions against notorious entities such as arms dealer Viktor Bout. She also represented the State Department on the Committee on Foreign Investment in the United States (CFIUS).
Military Strategy & Wargaming: Served as a Pentagon Wargames Advisor, actively participating in critical Joint Staff J7 (Joint Force Development) wargames. Her strategic insights directly contributed to the foundational development of the Joint Concept for Competition (JCC) and the Joint Warfighting Concept (JWC) manuals published in 2021.
Defense Procurement: Directly supervised a $40 billion Foreign Military Sales (FMS) portfolio, served as a key member of the U.S. delegation for the Arms Trade Treaty (ATT) negotiations, acted as Co-Chief Negotiator for the Diego Garcia Treaty, and built defense industrial base frameworks to support NATO allies and the global Drone Alliance.
Ms. Siddiqui has consistently operated at the vanguard of defending trusted infrastructure, managing international narratives, and handling physical, technological, and environmental crises:
Global Media Strategy: At the New York Foreign Press Center, she anchored the U.S. government’s media relations engagement with the global press corps, credentialing hundreds of foreign journalists and orchestrating landmark live press conferences on historic U.S. election cycles, international cybercrime, biosecurity threats, and nuclear nonproliferation.
Environmental & Bio-Defense Diplomacy: Served as the primary water security lead in Iraq, warning senior U.S. leadership and four-star General about the rapid advancement of ISIS toward critical infrastructure including Mosul dam. She personally traveled to Basra on a high-stakes mission on behalf of the Embassy to resuscitate the historic Mesopotamian Marshlands and water security and food security infrastructure. Following the Novichok chemical attack in Salisbury, she directly connected the United Kingdom with world-class decontamination specialists. She also orchestrated the Ambassador's visit to Salisbury to resuscitate the economy of the Town of Salisbury, after the Novichek attack.
Public Health Diplomacy: Directed robust public health collaborations, managing national vaccination campaigns for polio and the MERS coronavirus in Iraq, while shielding the U.S. commercial aviation industry from hundreds of millions of dollars in severe UK regulatory penalties during the Zika outbreak. Mahvash also collaborated with the UK on the Patient Safety Summit in 2016, as well as on anti-microbial resistance (AMR) policy engagements. Her groundbreaking work on strategic communications and countering disinformation during COVID-19, helped US companies regain access to raw materials and supply chains. Mahvash also worked on establishing national pathogen containment labs in Iraq and Tbilisi, Georgia, as part of a broader team. Her strategic communications efforts and business advocacy were critical to the success of these ventures.
